MANILA (Reuters) - A commission created by the Philippine government to probe hundreds of killings and disappearances of left-wing workers and reporters will submit its report to President Gloria Macapagal Arroyo in early January.
But Jose Melo, the head of the panel said on Tuesday it would be up to Arroyo to publish the commission's findings.
