BERLIN (Reuters) - The gruesome deaths of three malnourished and abused toddlers has fuelled a debate in Germany on the effects of poverty and how it can occur in a country that hands out 700 billion euros ($880 billion) a year in benefits.
Two-year-old Kevin's broken body was found stuffed in his drug-addict father's refrigerator, the latest in a series of grim discoveries which politicians and media say prove that the system is failing to protect vulnerable children.
