BEIJING (Reuters) - Japan urged North Korea on Tuesday to return to six-party talks on its nuclear programme and halt missile development, but a Japanese official said Pyongyang insisted that Washington drop sanctions first.
Japan raised the issues as part of talks with North Korea in Beijing aimed at normalising bilateral diplomatic relations.
