WASHINGTON (Reuters) - President George W. Bush's proposal to spend more to shore up America's ebbing leadership in innovation, research and high-technology production is necessary and workable, experts say, but it is no magic wand.
Budget analysts said the administration will have a hard time elevating these plans above other pressing priorities but felt there was a good chance of broad support from both major U.S. parties on the substance of the measures.
