MOSCOW (Reuters) - Russia and China made clear on Tuesday they did not favour U.N. sanctions to induce Iran to scale back its nuclear programme, and Tehran urged the European Union to return to the negotiating table.
A senior British official dismissed as "vacuous" the Iranian offer, contained in a letter from Javad Vaeedi, deputy head of Iran's Supreme National Security Council.
