CLICHY-SOUS-BOIS, France (Reuters) - Riots seem to be waning in France's suburbs, but local residents hold out little hope of the government solving the root problems behind the unrest such as unemployment, racism and daily violence.
In addition to adopting emergency powers to curb the unrest, the government has announced plans to help people in the dreary and impoverished suburbs, including increasing funding for local organisations and measures to help young people find jobs.
