BAGHDAD (Reuters) - The streets of Iraq's were empty of traffic on Friday and police and troops took up positions around polling stations on the eve of a constitutional referendum that insurgents have vowed to disrupt.
Much of Baghdad was blacked out for hours after dark as people broke the Ramadan fast. An Electricity Ministry official called it a "technical fault", denying sabotage or a deliberate move by security forces but declining to give further details.
