LIMA, Peru (Reuters) - Peruvian President Alejandro Toledo named his most controversial ally as foreign minister on Thursday, triggering the resignation of his premier and housing minister and plunging the government into a new crisis.
The appointment of Fernando Olivera, and exit of Prime Minister Carlos Ferrero and Housing and Construction Minister Carlos Bruce, who both publicly split with Olivera over legalizing some cultivation of the raw material for cocaine, signalled more turbulence ahead for the unpopular Toledo in his final months in office.
