MANILA (Reuters) - Philippine legislators began hearing impeachment complaints and fresh allegations of election fraud against President Gloria Macapagal Arroyo on Wednesday as a months-old scandal continued to paralyse her administration.

A committee from the lower house of Congress started and then postponed until Monday a hearing on impeachment cases against Arroyo after squabbling over procedures, making a slow start to a lengthy process.
