MANILA: Philippine President Rodrigo Duterte vowed to double-­down on his war on drugs and corruption as he enters the midpoint of his six-year term.

Duterte asked Congress to reimpose the death penalty and further cut red tape in his ongoing State of the Nation Address yesterday, which he delivered more than an hour late. Bills to lower corporate income taxes and cut back on incentives were also among the priorities he laid out to lawmakers.
