MANILA: A former Philippine defence minister yesterday called for a civilian-military junta to replace President Gloria Macapagal Arroyo and Congress because a crisis in leadership was hampering the fight against poverty and injustice.
Fortunato Abat, who served under former President Fidel Ramos, announced his proposal on the eve of planned Labour Day protests, with speculation they could be used to try to destabilise Arroyo's administration.
