BANGKOK: The long-awaited report on the independent inquiry into the Tak Bai incident in October has identified those responsible for the high death toll but stopped short of holding them accountable.
Fewer than 10 senior officials were responsible for crowd control, the anti-riot operation during which seven demonstrators were killed and the subsequent botched transport of detained protesters, which resulted in 78 of them suffocating to death.
