NEW DELHI: Nuclear-armed rivals India and Pakistan agreed yesterday to notify each other before testing missiles, to open consulates and to work towards settling their five-decade dispute over Kashmir and other bilateral issues.
The agreements by the two nations' foreign secretaries are part of a step-by-step dialogue process that began last year, aimed at an eventual summit between the Indian and Pakistani leaders to end their bitterness over Kashmir, which has led to three armed conflicts.
