COTABATO: Clashes erupted yesterday in the southern Philippines between government troops and Muslim guerillas, leaving at least 23 people dead just days before the separatist Moro Islamic Liberation Front said it would begin a 10-day unilateral ceasefire, the military said.
In Singapore, Philippines Defence Secretary Angelo Reyes denounced the rebel offer as insincere, and said the government would reject it unconditionally unless a permanent peace deal was put forth.
