SEOUL, South Korea (AP) - Amid nuclear tensions, a five-member North Korean government delegation arrived in South Korea on Tuesday for talks on economic exchanges and cooperation.
The North Koreans, led by Pak Chang Ryon, a vice Cabinet minister, flew in from Beijing and were met at Incheon International Airport by Vice South Korean Finance and Economy Minister Yoon Jin-sik.
