AFTER years of planning, Singapore is on its way to having its first desalination plant, which will begin operation in 2005 as planned.
The Public Utilities Board (PUB) has awarded the 20-year contract to SingSpring, a consortium comprising local water specialist Hyflux and two companies under French water-treatment giant Ondeo, which will offer one of the world’s cheapest rates for treated seawater.
