TOKYO: Japan’s transport minister said yesterday the national and Tokyo metropolitan governments had agreed on an ambitious proposal to build a 16km expressway deep underground to save the cost of buying valuable land in the capital.
The idea would allow the construction of the Gaikondo expressway to take place without expensive land purchases, Land, Infrastructure and Transport Minister Chikage Ogi told a press conference.
