Institutional reforms avoid monopoly, create balance, says Nga

PETALING JAYA: Institutional reform measures are critical to a stronger check and balance of national institutions, while avoiding the concentration or monopoly of power in key positions, says Nga Kor Ming.

The Housing and Local Government Minister said this as he welcomed the announcement by Prime Minister Datuk Seri Anwar Ibrahim to implement important reforms, including limiting the term of office of the Prime Minister to two terms or ten years, and separating powers between the Attorney-General and the Public Prosecutor.

“The Madani Government intends to strengthen public trust and the principle of transparency through the tabling of the Freedom of Information 2026 Bill by providing the people with wider access to government information and decisions.

“This Act is expected to complement the role of the Malaysian Media Council in ensuring access to accurate and relevant information, thus creating a Madani community that is capable of making important and informed decisions in their daily lives,” Nga said in a statement on Monday (Jan 5).

During a special address in Putrajaya on Monday, Anwar said a bill to limit the Prime Minister’s term to no more than 10 years or two full terms has been drafted by the government and will be tabled in Parliament this year.

The bill is among the institutional reforms implemented by the government for this year’s parliamentary session, alongside another proposed Bill to separate the powers of the Attorney-General and the Public Prosecutor, the Freedom of Information bill, and the Ombudsman Bill.

Nga said Anwar’s announcement is a continuation of the previous successes of the Madani Government throughout its three-year administration, including the Parliamentary Services Act 2025, the Government Services Efficiency Commitment Act 2025 and the Government Procurement Act 2025.

He said it is also part of the automatic citizenship to children born abroad to Malaysian mothers and foreign fathers, which upholds the dignity of women and the right to gender equality.

He expresses confidence that the reforms the government is carrying out will increase the level of transparency, accountability and integrity in the country's administrative and legal systems.

“The government remains committed to realising this institutional reform agenda to strengthen democracy, the rule of law and good governance, in line with the interests of the people and the country's future,” he said.

Nga called on all Malaysians to stand firm with the government led by Anwar so that Malaysia continues to move towards excellence and is highly regarded on the world stage.
