E-stamp duty begins transition, LHDN urges early testing


PETALING JAYA: The stamp duty self-assessment system, which can be accessed via the MyTax portal since yesterday, is to ensure a smooth transition to a digital model, according to the Inland Revenue Board (LHDN).

The measure is a preparation for going online as the Sistem Taksir Sendiri Duti Setem or STSDS will come into effect from Jan 1.

The e-Stamp Duty system would be carried out through a centralised platform, said LHDN.

“The STSDS will be implemented in phases beginning Jan 1, 2026, as a reform measure to enhance the efficiency of stamp duty administration and to encourage voluntary compliance.

“In line with this implementation, the existing Stamp Assessment And Payment System (Stamps) will be fully discontinued on Dec 31, 2025, and all stamping transactions will be migrated to the e-Stamp Duty system,” it added.

Existing Stamps users can log in to the MyTax portal using their individual MyTax ID and password, providing the opportunity for payers and appointed agents to conduct testing and make preparations.

The new system in which individuals are required to assess and pay stamp duty online allows them or agents to calculate and submit stamp duty electronically in real time.

The phased system will initially cover lease and/or tenancy agreements, securities, and general stamping by next year followed by property transfers (excluding valuations by the Valuation and Property Services Department) in 2027 and other instruments aside from the mentioned categories in 2028.

Under the STSDS, users can log into the MyTax portal, complete the Stamp Duty Return Form, attach the relevant instrument, and make a payment.

A Stamp Duty Certificate will be generated upon payment as proof of stamping.

The STSDS also enables stamp duty payers or appointed agents to self-assess stamp duty based on specific instruments, with real-time duty calculations made in accordance with the provisions of the First Schedule of the Stamp Act 1949.

Applications for stamping of instruments subject to remission and exemption will be formally assessed by the Stamp Duty Collector.

As additional information, Stamps users may obtain further information and references related to the STSDS by visiting the HASiL portal and clicking on the Self-Assessment System section.

LHDN also urged users to check their accounts early to ensure smooth processing and retain all stamped records for seven years.
