PETALING JAYA: The Malaysian Communications and Multimedia Commission's (MCMC) Deeming Provision to consider major digital providers as automatically licensed will define clear cut responsibilities for digital platforms in ensuring the most vulnerable groups are protected from online dangers, says the legal affairs division of the Prime Minister's Department (BHEUU).
In a statement Monday (Dec 15), the BHEUU said that the move to deem digital platforms with a large-scale user base as registered through the Deeming Provision mechanism under Section 46A of the Communications and Multimedia Act 1998, is a significant one and one that strengthens the objectives of the Online Safety Act 2025.
It added that this ensures service providers operate in an orderly manner within the national regulatory framework, without disrupting the continuity of global platform operations.
It also said that this also ensures service providers have clear cut responsibilities on user safety, especially in regards to children, and to protect them form online harms such as cyberbullying and child exploitation.
"In this regard, BHEUU will continue to collaborate with MCMC, relevant ministries and agencies, as well as stakeholders, to ensure that the implementation of the Online Safety Act 2025 is carried out in a phased, transparent, and effective manner, including through the Online Safety Committee overseen by BHEUU, which is established under the Act," it said.
