PETALING JAYA: Starting Nov 1, the prices of cigarettes and alcoholic beverages will increase due to new tax measures aimed at reducing smoking and alcohol consumption.
Prime Minister Datuk Seri Anwar stated that this initiative was part of the government's efforts to strengthen the overall strategy "Agenda Nasional Malaysia Sihat".
"Beginning Nov 1, the excise duty on tobacco products will be increased as follows: Cigarettes – up by two sen per stick, Cigars, cheroots and cigarillos, up by RM40 per kg, Heated tobacco products, up by RM20 per kg of tobacco content.
"These measures are intended to curb the prevalence of smokers in the country," he said in his Budget 2026 speech.
At the same time, the government would extend the exemption of import duty and sales tax on nicotine replacement therapy (NRT) products until Dec 31, 2027.
"The exemption, previously limited to certain forms of NRT, will now include nicotine mist and nicotine lozenges, making it easier for smokers to access cessation aids," he said.
To further promote a healthier lifestyle, Anwar said the government has also agreed to increase the excise duty on alcoholic beverages by 10%, effective Nov 1 as well.
"Additional revenue collected from higher excise duties on both tobacco and alcohol will be channelled to the Health Ministry.
Among the initiatives to be funded are the ministry's Lung Health Initiative, diabetes treatment, and heart disease care, reflecting the government’s commitment to tackling non-communicable diseases," he said.
On the vaccine front, Anwar said the government has proposed expanding individual income tax relief for vaccination expenses to cover all vaccines registered and approved by the Ministry of Health.
"Previously, the tax relief applied only to selected vaccines.
"These measures form part of the national strategy to build a healthier society, reduce disease burden, and ensure long-term sustainability of the healthcare system," he said.
