Implementation monitoring mechanism for 13MP to be enhanced, says Economy Ministry


KUALA LUMPUR: The monitoring mechanism for the implementation of the 13th Malaysia Plan (13MP) will be enhanced to ensure greater transparency, systematic coordination, comprehensiveness, and effectiveness, with commitment from all levels of government, the private sector, and civil society organisations.

According to the 13MP document released by the Economy Ministry on Thursday (July 31), the mechanism involves developing its Policy Implementation Plan (PPD) and the PPD monitoring system known as MyRMK, which will be accessible to all stakeholders to facilitate reporting and monitoring.

"This system provides a more organised workflow to align planning, update implementation progress, and generate monitoring reports.

"The database and information generated by the system will support more accurate decision-making in formulating intervention measures and planning the country's development policies," the document stated.

13MP PPD reporting through the MyRMK system will be carried out by all ministries, departments, agencies, state governments, and local authorities on a quarterly basis based on their roles as lead or implementing agencies.

The document also mentioned that establishing a comprehensive 13MP monitoring governance framework based on existing committees will help optimise resources, avoid duplication of functions, and improve monitoring effectiveness.

Overall, 13MP will be monitored at multiple levels, starting with the technical level involving the Technical Working Group (TWG) and the Inter-Agency Planning Group (IAPG), up to the highest level, the Cabinet.

"TWG has been assigned additional responsibilities at the planning stage to coordinate the details of the PPD based on priority areas, including the designation of lead and implementing ministries and agencies," it said.

This role will enable TWG to monitor in detail the performance of ministries and agencies based on input from the MyRMK system before it is presented to the IAPG each quarter.

IAPG is also tasked with finalising the details of the PPD according to pillars, specifying clear output targets within a set timeline, and coordinating cross-ministerial strategies and initiatives. It will report 13MP performance to the National Development Planning Committee (JPPN) on a quarterly basis.

JPPN will serve as a platform to deliberate and recommend suitable intervention measures before they are presented to the National Economic Action Council (MTEN), which will finalise the appropriate interventions.

"The implementation report of 13MP will also be presented to the Cabinet annually, covering implementation progress, outcome achievements, issues and challenges, as well as proposed solutions requiring policy decisions," it added. – Bernama
