PUTRAJAYA: A Form 3 qualification is not going to cut it anymore if you want to get into the civil service – the government has decided to raise the minimum entry qualification to the Sijil Pelajaran Malaysia (SPM) or its equivalent.
Prime Minister Datuk Seri Anwar Ibrahim said this is to ensure efficiency and productivity in the civil service.
He added that with the increase in the appointment terms, the burden and complexity of job duties will also be increased.
“This will encourage multitasking and multiskilling among officers, and the work of civil servants can be optimised,” he said in his address to civil servants here yesterday.
Anwar said the government also agreed to standardise and comprehensively reclassify the grade of positions based on the needs of the public service.
“This is by amending the appointment conditions for 17 government services to obtain the best talent to serve in the civil service, in line with technological evolution and the current education policy,” he added.
Anwar also wants the Public Service Department (PSD) to conduct a comprehensive staffing audit to identify “imbalances” involving staffing that may occur across ministries and government agencies.
“The PSD needs to take further coordination actions to ensure that the workload is fair given the complexities and scope of duties assigned to each unit in each ministry or agency,” he added.
The Prime Minister also said the government will rationalise the representative offices and representatives of government agencies abroad from Jan 1 next year, under the principle of “shared resources”.
Anwar said this was due to the overlapping functions and roles of such overseas representative offices, adding that the government wants to optimise the use of its resources.
