Convene Parliament by Aug 2 to avoid Constitutional crisis, says PKR MP

PETALING JAYA: Parliament should sit by Aug 2 and not September or October to avoid a Constitutional crisis, says PKR.

Its communications director Fahmi Fadzil said that according to Article 55(1) of the Federal Constitution, Parliament must reconvene within six months of its last sitting.

He pointed out that as the last sitting was held on Dec 17, the six months were up on Thursday (June 17).

He said that while the Emergency Ordinance took precedence over the Constitution, the Emergency will end on Aug 1.

"This would mean that the Emergency Ordinance is no longer in force and the Federal Constitution will have to be applied again," he said in a statement on Friday (June 18).

He also urged Prime Minister Tan Sri Muhyiddin Yassin and Minister in the Prime Minister's Department Datuk Seri Takiyuddin Hassan to get the advice of the Attorney General on the issue.

On Wednesday, the King called for Parliament to be reconvened as soon as possible.

Istana Negara Comptroller of the Royal Household Datuk Ahmad Fadil Shamsuddin said that Yang di-Pertuan Agong Al-Sultan Abdullah Ri'ayatuddin Mustafa Billah Shah conveyed this after looking at all the views presented by the political leaders, the Special Independent Committee on Emergency, and experts as well as government agencies.

"This is to allow the Emergency Ordinance and the National Recovery Plan to be debated by members of the Dewan Rakyat," read the Istana Negara statement on Wednesday (June 16).

The statement followed a special meeting of Malay Rulers held at Istana Negara earlier on Wednesday to discuss efforts to combat Covid-19.
