BUTTERWORTH: The road leading towards the island at the entrance of Penang Bridge was badly congested on the first day of the conditional movement control order (MCO).
A check by The Star on Monday morning found the 5km stretch from Seberang Jaya - Juru interchange packed with motorists driving into the island.
