PAM lauds move to expedite technical approval of completed construction projects


PUTRAJAYA: The National Economic Action Council's (NEAC) move to allow the 28-day "silence as acceptance" mechanism will help architects and engineers to issue speedier approvals, says the Malaysian Institute of Architects (PAM).

In a statement Wednesday (Aug 19), PAM lauded the proposal by the Malaysian Productivity Corporation (MPC) which was given the green light by the NEAC meeting chaired by Prime Minister Tan Sri Muhyiddin Yassin here.

PAM president Ezumi Harzani Ismail said the mechanism will facilitate architects and engineers to issue the certificate of completion and compliance (CCC) faster within 28 days.

“The concept of ‘silence deemed acceptance’ will take place if technical agencies such as Indah Water Konsortium, Air Selangor or Tenaga Nasional Bhd do not issue clearance letters 28 days after inspection.

“The CCC can only be issued by architects or engineers after obtaining technical approvals by the relevant technical agencies.

“There have been complaints by developers and home buyers that buildings are ready to be occupied with all safety conditions met and all utility services connected but no CCC.

“The CCC still could not be issued because of the technical approval paperwork, ” Ezumi said in the statement.

He added that due to the movement control order (MCO), technical agencies are bogged down with pending inspections, which further delays administrative works including the release of technical approvals.

“The ‘silence deemed approval’ concept is expected to ease the burden of technical agencies and at the same time, architects and engineers can issue CCC faster.

“This will ensure faster possession of completed buildings, ” he said.

PAM, however, urged utility providers to issue clearance letters within at least 14 days.
