KUALA LUMPUR: The government had to put aside bureaucracy when deploying measures in response to the global Covid-19 pandemic, says Tan Sri Annuar Musa.
The Federal Territories Minister said this was in response to questions over the government's move to introduce measures without any debates in Parliament.
