Can state govts go their own way on MCO? Legal experts can't agree

PETALING JAYA: There is no longer a legal basis for the stricter movement control order (MCO) regulations from May 4 to 12 because it has been cancelled and replaced with more lenient rules under the conditional MCO (CMCO), says Bar Council constitutional law committee co-chairman Andrew Khoo.

However, state governments and local authorities still had room to introduce their own rules in areas where regulations allowed for discretion, he added.
