GEORGE TOWN: Vivian Teoh whose 19-year-old daughter Carmen Yee succumbed to tuberculosis (TB) in August is baffled by the internal inquiry by Penang Hospital.
She said several issues were discussed during the inquiry but she found them to be unsatisfactory.
