GEORGE TOWN: Penangites are “special” when it comes to planning for their children’s education, says National Higher Education Fund Corporation (PTPTN) chairman Wan Saiful Wan Jan.

“Here, you have 187,000 people who have taken PTPTN loans and 207,000 people who opened the National Education Savings Scheme (SSPN) accounts for their children.
