PETALING JAYA: Civil servants must incorporate honesty, trust, discipline, integrity and transparency in their work culture to promote a clean and efficient administration, says the Malaysia Unity Foundation.Its trustee Tan Sri Lee Lam Thye (pic) said good moral values were essential for a trustworthy administration.
“They must develop a culture which will pave the way for the emergence of a dedicated, efficient and ethical civil service as well as one which focuses on management integrity.
“While we welcome the incorporation of noble values in the civil service, what really is important in the final analysis is to ensure the practice of these noble values by all civil servants.
“Mere slogans and lip service will not help, ” he said in a statement.
Lee said the country should not be unconcerned and complacent about the scourge of corruption.
“This is because it attacks not only the economic and social fabric of society but also our moral foundations.
“Corruption is pervasive, affecting almost every aspect of life. From the person who wants his business application to be processed speedily to others who want to expedite their application for low-cost housing, bribery can take place, ” he said adding that corruption manifests itself in so many forms when the public interact with the authorities.
Lee said it was proven in many instances that an individual took bribes mainly because he or she was presented with opportunities to commit corrupt practices.
“Officers involved in corrupt practices are mostly those in charge of law enforcement.
“To eradicate such practices, all law enforcement agencies should have an internal control system which can detect irregularities, ” he said.
He said corruption is a symptom of misgovernance often reflected in patronage, red tape, ineffective revenue-generating agencies, large-scale bribery in procurement and failure to deliver services to city dwellers.
Lee said preventing corruption helps to raise city revenues, improve service delivery and win public confidence.
