PUTRAJAYA: Education Minister Dr Maszlee Malik said his remarks that religious teachers should make Sabah and Sarawak their medan dakwah (proselytisation field) has been misconstrued to mean promoting Islam to non-Muslims.
Dakwah, he said, does not necessarily mean to spread Islam.
