PETALING JAYA: When a pair of female puppies were dumped into the compound of her friend's home, Dr Celine Soosai knew that she had to rescue them.
"My friend never had dogs and did not know how to handle them and so he called me," said Dr Celine who is based in Taiping, Perak.
