KUALA LUMPUR: The government should target cigarette smugglers by increasing fines instead of refraining from imposing higher taxes on cigarettes, said the Malaysian Council for Tobacco Control (MCTC).
Its president Dr Molly Cheah said Malaysia, like other countries, had weaknesses within the system that allowed for illicit cigarettes.
