MIRI: The carcasses of dogs found with their heads removed in the Kuala Baram district north of Miri was not because they were "ruthlessly killed" by council workers, says Miri Mayor Adam Yii.
Instead, he said that the dogs were strays and were humanely euthanised by council workers and Veterinary Department staff before their heads were removed to obtain brain tissue samples for rabies testing.
