PETALING JAYA: The Penang Chief Minister has told the state assembly that China Railway Construction Corporation Ltd (CRCC) is part of the special purpose vehicle (SPV) that was awarded the Penang undersea tunnel project, says Datuk Seri Dr Wee Ka Siong.
The speech by Lim Guan Eng, said Dr Wee, was made a month after the inking of the agreement in October 2013.
