KUANTAN: The stepfather who allegedly chained his child by the neck to a gas cylinder is set to be released on police bail when his remand expires on Thursday.
Pahang Criminal Investigation Department (CID) chief SAC Othman Nayan said the investigation papers have been submitted to the Deputy Public Prosecutor who will decide whether to charge the 32-year-old stepfather.
