KUALA LUMPUR: The Opposition-led Selangor government should behave like a cockerel (ayam jantan) and settle the Syarikat Pengeluar Air Selangor Sdn Bhd (SPLASH) takeover once and for all, said Datuk Seri Dr Maximus Ongkili.
The Energy, Green Technology and Water Ministry Minister said that the Federal Government was merely a mediator in the deal and it was the state government who should make the offer.
"They want to marry SPLASH, but dare not name the dowry. They might as well just marry themselves," said Dr Ongkili during Minister's Question Time in the Dewan Rakyat on Tuesday.
He was responding to a question by Budiman Mohd Zohdi (BN-Sungai Besar) who asked why the takeover process had been postponed twice and had yet to be finalised.
This riled up Selangor Mentri Besar Datuk Seri Azmin Ali (PKR-Gombak), who claimed that the onus was on the Federal Government to name the price.
He said this was because the Federal Government had appointed an international independent valuer, Delloite, to determine the actual price.
"Until today, the ministry has failed to inform the state government the price determined by Delloite," he said, adding that a ministry letter dated May 26, 2017 only merely stated the takeover method.
Azmin and several Barisan backbenchers then got into a heated exchange as the former took up a lot of time in posing his question, before the deputy speaker interjected and called for the minister to respond.
Dr Ongkili said the information provided by Delloite was only "privy" to the Federal Government as a "reference price".
"Be an ayam jantan (cockerel) and make an offer to SPLASH and we will say what the fair value is," he said, adding that this should be based on a "willing buyer and willing seller" principle.
The SPLASH takeover by the state government was due to be completed on Oct 7, 2016 but was postponed to April 6, 2017 as there was no consensus on the price.
It was later postponed once again to Oct 5 this year for the same reason.
