BUTTERWORTH: Residents of two low-cost flats in Teluk Indah, Prai, here are in the spotlight for the wrong reasons.

Seberang Prai municipal councillor David Marshel singled out the 14-year-old flats as the filthiest in the state and “rewarded” the residents with a large banner which read Tahniah Teluk Indah Blok E Flats Terkotor Di Pulau Pinang. Adakah Anda Bangga? (Congratulations Teluk Indah Blok E Flats the dirtiest in Penang. Are you proud?).
