Liow: Russia not blamed over downing of MH17

BEIJING: Neither Malaysia nor the report released by the Dutch Safety Board apportioned blame for the downing of Malaysia Airlines Flight MH17 in eastern Ukraine in July last year, said Transport Minister Datuk Seri Liow Tiong Lai (pic).
