GEORGE TOWN: Penang had refused to issue a land title to the Transport Ministry for the Swettenham Pier Cruise Terminal as it did not want the facility to end up like the nearby Tanjong City Marina.
Chief Minister Lim Guan Eng said the state government wanted the land where the terminal is located to remain state property.
