GEORGE TOWN: Penang Barisan Nasional has accused the state government of making civil servants the scapegoat over a RM3mil contribution from a developer.
Its chairman Teng Chang Yeow said the Competency, Accountability and Transparency (CAT) policy was dead if civil servants were made to answer for decisions made by politicians.
