GEORGE TOWN: Penang MCA Youth has criticised the plan by the Penang Island City Council (MBPP) to impose heavier fines on errant motorists.

Its chief Michael Lee Beng Seng said the council should first deal with Chief Minister Lim Guan Eng whose official car had been found illegaly parked a few times in the past.
