SHAH ALAM: Mentri Besar Azmin Ali says he has not done away with the open tender system but have instead fine-tuned it to be more efficient and cost effective.
He explained that his administration still maintained the open system but had replaced the previous lowest cost criteria used in awarding tenders to a cut-off calculation system.
