RCI report: 'Ample evidence' syndicates working with corrupt officials

PETALING JAYA: There is ample evidence of syndicates working with corrupt officials in the illegal issuance of Malaysian identity cards and other documents.

“The syndicates would sometimes operate with the collaboration of corrupt officials of relevant departments such as the Sabah National Registration Department.

“This is reflected in the evidence of even high-profile politicians such as Tan Sri Joseph Pairin Kitingan, Datuk Yong Teck Lee and Tan Sri Bernard Dompok,” the report said.

It quoted Pairin as saying that there were syndicates actively involved in issuing false ICs, birth certificates, passports and other documents, and they appeared to be assisted by “certain officials” in the state NRD.

The report said that Yong had also alluded to the existence of such syndicates and individuals being active in forging documents for sale to illegal immigrants in Sabah.

Dompok testified before the commission on the sale of local birth certificates for RM3,500 each and ICs priced between RM2,000 and RM5,000 depending on “locality and quality”.

Dompok had presented a “position paper” to the commission and alleged that the birth certificates were used to get children of illegal immigrants into schools and for obtaining Malaysian ICs.

Several other witnesses, including academicians, also corroborated on the existence of syndicates operating extensively in Sabah, the report said.

“In summary, therefore, it can be said that illegal immigrants did not find any difficulty in procuring Malaysian ICs, birth certificates and other documents in the process of incorporating themselves into Sabah society.

“This thereby facilitates access to most, if not all, social, economic and political rights of Malaysian citizenship. Clearly all this provided a significant pull factor in the migration to Sabah,” the report added.
