ENFORCEMENT agencies in Penang came under fire for failing to act against illegal businesses that have become the source of economic power of certain groups.
Delegate Datuk Mohd Zaidi Said questioned what was stopping the agencies from taking action against illegal entertainment outlets, as well as gambling and prostitution activities.
