PETALING JAYA: The Land Public Transport Commission (SPAD) focuses its enforcement on express buses because historically this public transport mode poses the highest risk to passengers.
In a statement, SPAD chief executive Mohd Nur Ismal Mohamed Kamal said the commission focused on these buses soon after it was formed in 2011.
