PETALING JAYA: Contraband cigarettes are thriving here, with many peddlers openly selling them due to lack of enforcement, said Transparency International secretary-general Dr Loi Kheng Min.
Loi said that although there were cases of fraud and false declarations to bring in untaxed cigarettes to the country, the main problem was smuggling.
