In a unanimous decision, a five-man panel led by Sabah and Sarawak Chief Justice Richard Malanjum ruled that the leave application filed by applicant 31-year-old Soh Sook Hwa did not satisfy the threshold specified by Section 96 of the Courts of Judicature Act 1964.
