TWO Health Department officers were caught red-handed in a CCTV recording trying to frame a business owner in Bahau, Negri Sembilan, that his shop was a mosquito breeding ground.
The two officers had gone to the shop that sells car radiators on Tuesday morning at about 10.30am.
